Bylaws of the Capitol Area Libertarian Party

Article I: Name

These articles shall govern the Association known as the Capitol Area Libertarian Party, also referred to as CALP.

Article II: Purposes

CALP is organized to implement and voice principles embodied in the Libertarian Party’s Statement of Principles by:
A. Functioning as a libertarian political entity separate and distinct from all other political parties or movements.

  1. Distributing educational materials that inform voters about public policy and advocate libertarian solutions to domestic and international issues.
    C.Supporting libertarians running for public office, at local, state, and federal levels, to move public policy in a libertarian direction.
    D.Engaging in public activities that promote libertarian values.

Article III: Statement of Principles

CALP shall take no positions or actions inconsistent with the “Statement of Principles” of the National Libertarian Party.

Article IV: Membership

Members of CALP in good standing shall:
A. Have certified in writing that they oppose the initiation of force to achieve political or social goals.
B. Reside within the State of Wisconsin.
C. Remit membership dues of $20 per year (renewed annually in May; dues may be prorated).

  1. Members are expected to contribute to a respectful and cooperative environment. If a member’s behavior becomes combative, disruptive, or uncooperative in a way that obstructs party operations or goes against its mission, their membership may be reviewed. A written complaint can be submitted to the Executive Committee, and the member will be notified and given a chance to respond. A three-quarters (3/4) vote of the Executive Committee is required to revoke membership, and the decision is final.
    F. Continuity Clause: Any member of the Rock County Libertarian Party or the Dane County Libertarian Party who was in good standing at the time of CALP’s formation shall remain in good standing in CALP without interruption, provided dues are maintained.

Article V: Officers

  1. The specific offices will be:
  • Chair: Chief executive officer of the organization, holding the powers of administration pertaining to the ordinary business affairs of the organization and such other powers as may be delegated by the Executive Committee.

  • Vice-Chair: Chief assistant to the Chair, performing such duties as the Chair may prescribe and having such powers as the Chair may delegate. Serves as Acting Chair if the Chair is unwilling or unable to perform the duties of the office.

  • Secretary: Keeps minutes and records, assists the Chair and Executive Committee, and makes an annual report.

  • Treasurer: Receives and deposits all monies, maintains financial records, makes annual financial reports, and files all reports required by State and National authorities.

  1. Term of Office: All elected officers shall serve a maximum of three consecutive one-year terms. Elected officers may serve no more than two consecutive terms in the same position. However, if the membership is too small to fill the position or no other members are willing to serve, an officer may continue beyond two terms with a two-thirds (2/3rds) approval of the voting body.

  2. Officer Election: Officers shall be elected at the annual convention of CALP.
  3. Officer Resignation
  1. Officers with three consecutive membership meeting absences are considered resigned.
  2. Interim officers are appointed per bylaws; elections occur at the next Annual Convention.
  3. The Vice-Chair becomes Interim Chair if the Chair resigns.
  4. For other or multiple resignations, membership shall meet to nominate and elect replacements.
  5. If membership fails to call a meeting to nominate candidates after a mass resignation, the Capitol Area Libertarian Party shall be dissolved.
  1. Eligibility: To be eligible to serve as an officer, the member must reside within the counties covered by the affiliate, including Rock, Dane, Iowa, Sauk, or Jefferson counties.



Article VI: Accounting and Finance

  1. The Executive Committee shall cause an efficient system of accounts to be installed and maintained.
    B. The Executive Committee shall designate an annual audit.

Article VII: Meetings and Conventions

  1. Committees: Committees may conduct business by teleconference, videoconference, in-person, or combination thereof. An in-person meeting shall be held at least once per calendar quarter.
  2. Membership Meetings: CALP shall hold monthly business meetings announced at least 30 days in advance. A quorum is full attendance of the Executive Committee. All non-officer members present may vote on agenda items. Meetings occur 30 calendar days after the previous meeting unless changed by a two-thirds (2/3rds) approval of the voting body. If a meeting date changes, the Secretary shall notify members within 24 hours of the vote.
  3. Annual Convention: CALP shall hold a yearly convention of members for the purpose of elections, amending bylaws, and conducting other business. The date and location shall be announced at least 30 days in advance.

Article VIII: Executive Committee

  1. Members of the Executive Committee shall consist of the elected officers listed in Article V.
    B. The Executive Committee shall have general supervision over the affairs of the organization.
  2. The Executive Committee shall meet at all membership meetings, by call of the Chair, or by the written request of one-third (1/3rd) or more of affiliate membership.

Article IX: Parliamentary Authority

The rules contained in the current edition of Robert's Rules of Order, Newly Revised shall govern CALP in all cases to which they are applicable, and in which they are not inconsistent with these bylaws and any special rules of order adopted.

Article X: Amendments

These bylaws may be amended by a two-thirds vote of the members present at the annual convention, provided 30 days’ prior notice has been given.

Article XI: Dissolution

In the event that CALP is dissolved, all physical and financial assets of the organization are to be donated to the Libertarian Party of Wisconsin, transferred to the custody of the LPWI State Treasurer.
